Working Out What You Are Looking At
Three things look similar from a few feet away and none of them is treated the same way.
Paint or marker is on top of the glass. Opaque colour, a hard outline, and a fingernail rides over a raised edge. Correct solvent, and it lifts.
Acid etching is in the glass. Milky and pale, still translucent, with a faint chalkiness at exactly the level of the surrounding surface rather than standing above it. The outline softens where the gel ran before somebody rubbed at it. Lit from inside, it is far more obvious than it looks from the pavement.
Scratching is cut in with a blade, a stone or a key. Bright, thin, straight, and a fingernail drops into the line.

What To Do Before Anyone Touches It
Treat wet residue as a live chemical. Etching gel burns skin and eyes. On a civic or community site that means keeping the public away from it as well as staff, and it is worth cordoning the frontage until it has been rinsed.
Nothing sharp and nothing abrasive. Scraping cuts permanent lines into a pane that would otherwise have come back cleanly, and wiping wet residue spreads it onto glass that was undamaged.
No proprietary graffiti removers. They do nothing to etching and introduce a second unknown chemical.
Flood with cold water where residue is visible and it is safe, gloved and with eye protection, pouring instead of rubbing.
Photograph it before anything else, dated, from both sides. On a public sector site that record is usually needed for the incident report as well as any claim, and it lets us price the work without an extra visit.
