A pale, clouded shape has appeared in the glass and no amount of cleaning touches it. It looks as though somebody has frosted one section of the pane and left the rest clear. If a blade has been tried on it since, there are now scratches over the top of the original damage.
The mark is acid etched graffiti. A corrosive gel was applied to the pane and left long enough to dissolve the surface, pitting it finely enough to scatter light rather than pass it. Nothing is sitting on the glass to be removed. The surface itself has been changed.

Your Street Cleaning Contract Stops At The Glass
This is the assumption that costs businesses around Trafalgar Square and the Strand more time than anything else, and it is entirely understandable.
The public realm here is cleaned to a standard almost nowhere else in the country matches. Paint on stonework tends to disappear quickly. Tags on street furniture, on the base of a building, on a bollard or a phone box are dealt with by cleansing teams working to rapid removal targets, and the district looks after itself to a degree that lulls people into thinking every kind of marking is somebody else's problem.
It is not, and the line falls exactly at your window.
Cleansing teams remove paint. They cannot restore glass. Jet washing, poulticing and chemical removal all work on a coating sitting on top of a surface. Acid etching is not a coating. There is nothing for those methods to lift, and no cleansing operative is equipped to abrade and polish a pane back to optical clarity, nor should they be.

And it is your responsibility anyway. Whatever arrangements cover the footway and the public realm, the glazing in your demise is yours or your landlord's. Nobody is coming to do it for you.

The second thing about this address is that access to your own frontage is not always within your control.
Trafalgar Square is the national gathering place. Sorting Out Which Damage You Have
Three kinds of marking look similar from across a pavement and each takes a different route.
Paint or marker sits above the surface. Dense colour, a crisp boundary, and a fingernail rides up where it starts. Solvent lifts it and the pane beneath is sound. This is also the only one of the three that a cleansing team can deal with.
Acid etching occupies the surface. Washed out and hazy while still passing light, with a faint roughness lying level with the glass rather than standing on it. The boundary trails off where the gel travelled before being cleaned. From a lit interior it is far more obvious than from the street.
Scratching has been gouged in. Sharp narrow furrows cut by a blade, a stone or a key, and a fingernail runs into one and stops.

The First Hour
Anything still wet on the pane is a live chemical. Etching gel injures skin and eyes. Nobody handles it, and on a frontage facing open space that means keeping the public away from it rather than simply briefing staff.
No blades and nothing abrasive. A scraper leaves permanent scoring in glass that would have recovered fully, and drawing a cloth through wet gel carries the damage onto panes that were unaffected.
No proprietary removers. There is nothing for them to dissolve, and on coated or period glazing an unknown product introduces a second problem.
Where residue is visible and it is safe, flush it with cold water in quantity, gloved and with eye protection, letting it run off rather than wiping across the pane.
Photograph it at once, dated, from both faces. If there is paint on the building as well, photograph that separately, because the two will be dealt with by different people and you will need a record of each.

The Method We Use
Reading the pane. Whether it is period or modern, float, toughened, laminated, coated, mirrored or a sealed unit, whether film has been applied and on which side, and how deep the acid has reached. Where the building stock jumps a century between neighbours, that is not a box ticking exercise.
Depth reading and a concealed trial. The approach is proved on a small section out of view before the full pane is committed to.
Masking and containment. Frames, gaskets, seals, beads, paintwork, manifestation and signage are protected. Slurry is contained and kept off a footway that may be carrying a substantial crowd within the hour.
Down through the abrasive grades. Each stage finer than the last, removing a depth of glass no eye could measure, with the worked zone carried well past the mark so it fades rather than ending at a line. Treat the lettering alone and what is left is a dished patch, a shallow lens in the pane, distorting everything viewed through it. Cerium oxide to finish. The remaining haze is taken back under wet cerium oxide, judged from the side where daylight passes through the pane rather than reflects off it.
Checked from both faces. From the pavement, from inside against the interior lighting, and at an oblique angle, because on an approach street people see your glass sideways long before they see it square on.

Where restoration will not work you hear it first rather than last. Acid that has reached unusually deep, a sealed unit whose seal had already failed, or a coating sitting exactly where the abrasive has to run each mean the pane genuinely needs replacing, and that assessment is put in writing before anything is committed.
