Which Of The Three You Have
They look much alike from a few paces and each takes a different route.
Paint or marker rests on the surface. Opaque colour with a crisp outline, and your fingernail rides up over it. The right solvent clears it away and leaves the pane as it was.
Acid etching sits within the pane. Washed out and hazy, still passing light, and the slight roughness you can feel is level with the glass rather than raised above it. The mark trails off at its margins, because the gel carried on running until somebody intervened. Turn the lights on behind it and it becomes far more conspicuous than it ever is from outside.
Scratching is physical. Hard glinting grooves put there by a blade, a stone or a key, which stop a fingernail in its tracks.

What To Do Straight Away
Any residue on the pane is live. The gel attacks skin and eyes, so nobody should go near it, and with flats overhead the residents or the housing provider need telling directly rather than trusting word to travel.
No blades, no abrasive pads. A scraper leaves marks that cannot be undone on glass which was entirely salvageable, and dragging a cloth across wet gel carries it to panes that were clean.
Graffiti removers will not help. There is no coating for them to break down, and on painted joinery they can do harm of their own.

How The Restoration Is Done
Identifying the glass. Its age, then whether it is plain float, toughened, laminated, coated, mirrored or a sealed unit, and the depth the burn has reached. Along a parade that varies unit by unit.
Depth reading, then a trial patch. The method is proved somewhere out of view before the whole pane is taken on.
